Uniform sever is a very lightweight program. Once extracted, you can either start the program from an executable, or a service. It offers PHP, MySQL, Perl, Apache, and more! The site seems to have a very detailed wiki, and a variety of custom plugins to implement things like an FTP server, downgrading PHP, or if you wanted to run a Java Servlet.
